EUDR simplified

Updated guidelines, a delegated act to supplement the simplifications and an implementing act to finalise the country benchmarking system should lead to a 30% reduction in administrative costs and administrative burdens for companies when implementing the EU Deforestation Regulation (EUDR).

As reported by the European Commission, on 15 April 2025 it published information, updated guidelines and FAQs to simplify the implementation of the EU Deforestation Regulation (EUDR) for Member States, market participants and sellers.

The simplifications introduced are supplemented by a delegated act, which was also published for public consultation on 15 April 2025. This contains further clarifications and simplifications with regard to the scope of application of the EUDR and responds to the request from stakeholders for guidelines for certain product categories. This is intended to avoid unnecessary administrative costs for industry and authorities.    

In addition, the EU Commission is currently finalising the country benchmarking system with an implementing act. It will be adopted by 30 June 2025 at the latest following consultations with the Member States. All of these measures should lead to a 30% reduction in administrative costs and administrative burdens for companies.

Here you will find an overview of the most important simplification measures:

  • Large companies can reuse existing due diligence declarations if goods that were previously on the EU market are re-imported. This means that less information needs to be transmitted in the IT system.
  • An authorised representative can now submit a due diligence declaration on behalf of members of corporate groups.
  • Instead of submitting due diligence declarations for each consignment or batch placed on the EU market, companies must submit annual due diligence declarations.
  • Clarification of "certainty" that due diligence has been carried out so that large downstream companies benefit from simplified obligations (there is now a minimum legal obligation to collect Due Diligence Statement (DDS) reference numbers from their suppliers and use these references for their own DDS submissions).
