Agreement on CBAM simplification

The European Commission reports that it welcomes the provisional political agreement reached on 18 June 2025 between the European Parliament and the Council on the Commission's proposal to simplify and strengthen the EU's carbon border adjustment mechanism (CBAM) (trade-e-bility reported: ENVI for CBAM simplification). The most important aspect of the proposal is a new exemption limit of 50 tonnes for CBAM goods: Companies that do not exceed a single mass-based threshold of 50 tonnes of imported goods per importer per year will be exempt from CBAM obligations. The proposed measure will therefore mainly apply to SMEs and individuals importing small or negligible quantities of goods covered by the CBAM Regulation. Previously, MEPs adopted the text on 22 May 2025 with 564 votes in favour, 20 against and 12 abstentions, as reported by the EU Parliament. Next steps: The package must now be formally adopted by the European Parliament and the Council before it can enter into force. It will enter into force 20 days after its publication in the Official Journal of the EU.
